Legacy system and application modernization in the UAE

Replace or upgrade ageing software and infrastructure without putting your business at risk: phased modernization that keeps your data, preserves what works, and removes what holds you back.

The old system that everyone depends on, and nobody wants to touch

Almost every established business has one: a system built years ago that still runs critical processes. It might be an Oracle Forms application, a desktop program written in Visual Basic or Delphi, a custom PHP portal without a framework, an old Access database, or an on-premise server running an unsupported operating system. It works, mostly, but it’s slow, hard to change, impossible to use on a phone, and understood by only one or two people, perhaps a developer who left long ago.

Legacy systems carry growing risks: security vulnerabilities that can’t be patched, hardware that can’t be replaced, integration problems with modern tools, compliance gaps, and the constant fear of what happens when the one person who understands it leaves. Yet replacing them feels risky too, because they hold years of data and business rules nobody fully documented.

ITConnect’s legacy modernization solution reduces both kinds of risk. We assess what you have, document the business rules hidden inside, choose the right modernization approach for each part, and migrate in phases with data preserved and users supported, so the business keeps running throughout.

Is this you?

  • A critical system runs on unsupported software or hardware
  • Only one person understands how the system works
  • The system can’t be accessed securely from outside the office or on mobile
  • Changes take months, or can’t be made at all
  • The system doesn’t integrate with your ERP, website or new tools

What is a legacy system?

A legacy system is outdated software, hardware or technology that is still in use because it supports important business functions, even though it’s difficult to maintain, extend or secure. A system becomes “legacy” not just because of its age, but when it relies on unsupported technologies, scarce skills, undocumented logic or infrastructure that can’t easily be replaced. Common examples include old client-server applications, mainframe or AS/400 systems, unsupported database versions, desktop applications tied to old Windows versions, and custom systems built without modern frameworks.

What is application modernization?

Application modernization is the process of updating legacy applications so they use current technologies, architectures and practices, improving security, performance, maintainability and user experience while preserving valuable functionality and data. Modernization can range from moving an application to new infrastructure, to rebuilding it as a modern web or cloud-native application, to replacing it with packaged software.

Why we avoid “big-bang” replacements

Replacing a legacy system all at once is tempting: one project, one go-live, one cut-over. But big-bang replacements often run late and over budget, because hidden business rules surface only during testing, users resist sudden change, and a failed go-live can stop the business. A phased approach delivers modules one at a time, proves value early, lets users adapt gradually and keeps a fallback available. A common technique, sometimes called the “strangler” pattern, gradually routes functions from the old system to new components until the legacy system can be switched off entirely.

Case study

A UAE government supplier ran its core operations on an old desktop application. We documented its business rules, rebuilt it as a secure web application with mobile access in phases, migrated its historical data and retired the old servers without interrupting operations.

Legacy Modernization questions, answered

What is a legacy system?

Outdated technology still in use for important functions, but difficult to maintain, extend or secure.

What is application modernization?

Updating legacy applications to modern technologies and architectures while preserving valuable functionality and data.

Should we rebuild or replace our legacy system?

It depends on whether your processes are unique or standard. Unique, valuable processes often justify rebuilding; standard ones are usually better served by packaged software.

Will we lose our historical data?

No. Data is cleaned, migrated and reconciled, with archives kept for records.

Can modernization happen without stopping the business?

Yes, through phased delivery and running old and new systems side by side where needed.

Can you modernize Oracle Forms applications?

Yes, often by moving them to Oracle APEX. See Oracle APEX

How long does legacy modernization take?

It varies widely; small systems may take a few months, while larger estates are modernized in phases over a longer period.

What if nobody understands the old code?

We analyse the code, database and real usage to reconstruct how it works, and document it.

Can you keep the old system available for reference?

Yes, as a read-only archive or exported data, for audits and historical lookups.

Do you support the legacy system during modernization?

Yes. We can stabilise and support it until the new system fully replaces it.
